Victor is a native of Corpus Christi, Texas. Victor graduated from the University of Texas in Austin in 1985 with a Bachelor of Arts degree. He attended the University of Texas Shool of Law where he graduated in 1989. After graduating from law school, Victor worked as an Assistant County Attorney for Nueces County. He has been admitted to practice law in state and federal courts.
